Building a Seven-Year Recovery Strategy for a Complex Public-Sector Environment

Public Sector case study

Designing Isolated Recovery for a 180+ User Public-Sector Environment

A public-sector organization supporting more than 180 users needed a coordinated plan for approximately 22 servers and 16 TB of production data. Level 4 designed a two-site backup, recovery, and managed-security architecture that preserves the organization’s internal IT function while consolidating monitoring, protection, and recovery operations through MSSP Converge.

Executive summary

A practical operating model—not a collection of disconnected tools

A public-sector organization supporting more than 180 users needed a coordinated plan for approximately 22 servers and 16 TB of production data. Level 4 designed a two-site backup, recovery, and managed-security architecture that preserves the organization’s internal IT function while consolidating monitoring, protection, and recovery operations through MSSP Converge.

The challenge

What the organization needed to solve

  • Protect an environment serving more than 180 users with approximately 22 servers and 16 TB of production data.
  • Create short-, medium-, and long-term recovery history extending to seven annual restore points.
  • Provide alternate-site recovery without leaving standby systems exposed to the production network.
  • Consolidate overlapping backup, SIEM, identity, and security operations while preserving the value of existing prepaid security licensing.

Level 4’s approach

How the work was connected

  • Designed a primary on-premises backup repository with immutable protection, management segmentation, monitoring, and EDR/MDR coverage for efficient local restoration.
  • Designed a geographically separated Hyper-V recovery environment with enterprise SSD storage and maintained standby images for prioritized emergency operations.
  • Kept recovery interfaces isolated or disabled during normal operations, while retaining a controlled management path for monitoring and authorized activation.
  • Combined automated boot validation with planned application-level exercises, tiered recovery sequencing, Microsoft 365 backup, managed network visibility, security awareness training, and 24/7 MDR with SOC/SIEM escalation.

The outcome

A more accountable and supportable environment

A documented two-site architecture for local restoration and geographically separated recovery.
A retention target of approximately 180 daily, 36 monthly, and seven annual restore points, subject to records and legal requirements.
A dependency-aware recovery model that prioritizes identity, DNS, authentication, networking, virtualization, and mission-critical applications.
A coordinated operating model that augments internal IT and avoids duplicate spending during the planned security-platform transition.

This anonymized case study describes the proposed technical architecture and planning outcomes. Final capacity, retention, recovery objectives, application order, legal holds, and implementation details remain subject to discovery, policy approval, and testing.
